Uttarakhand Board of Technical Education has been setup by an act no - 27 of 2003 as passed by Uttarakhand legislative assembly and assented by governor on 13-January 2004 and notified on 15 - January 2004. It provides for the establishment and constitution of Board of Technical Education in Uttarakhand and for matters connected there with or incidental there to. The act is enacted by state assembly in 54 year of India. It shall be deemed to have come in to force from the date of notification issued by the state government. It extends to the whole of Uttarakhand state.

State Board Of Technical Education and Training was set up in the state in May,1958. The Board conducted its first examination in 1960,for courses of diploma level and also for Draughtsman Certificate Course. The name of the state Board was changed to Board Of Technical Education in 1962. In the same Year, the U.P. Pravidhic Shiksha Adhiniyam - 1962 was enacted awarding the Board statutory status.

Prior to the establishment of the The Punjab State Board of Technical Education & Industrial Training, the Board was functioning as a wing under the Directorate, Technical Education and Industrial Training (Punjab) looking after both the examination and administrative aspects of different Polytechnics.

The diploma in Engineering Examinations was being conducted by the University till 1958. The Diploma Examination in Drawing and Painting and Certificate Examination in Textile Technology were being conducted by the concerned institution. The diploma examination in Shorthand and Typewriting was also being conducted by the University.

The first Engineering Institution to be started in the country was the Survey School, which was established in 1794 at Madras by the East India Company. Out of this, the reputed College of Engineering Guindy, Chennai has come into existence. The output of the Engineering Institutions in the country was not commensurate with the demand in the then developing India and the Industrialization all over India necessitated the expansion of the Technical Institutions at all levels during the Five Year Plans.
