In pursuance of the recommendations of the Scientific Manpower Committee, the Apprenticeship Training Scheme for Engineering Graduates and Diploma Holders in Engineering was introduced during post-independence era by the then Ministry of Education, Government of India, under a scheme which was known as Practical Training Stipendiary Scheme (PTS Scheme). In this Scheme, a limited number of Graduates and Diploma holders in Engineering / Technology were trained in the Industries for Practical Training on a monthly Stipend. The PTS Scheme was purely on voluntary basis and the stipend paid to the Apprentices were fully borne by the Government of India and the scheme was administered directly by the then Ministry of Education, Government of India.

Enactment of Apprentices Act 1961

The importance of industrialization was emphasised by the Government of India in order to provide job opportunities for the vast majority of the people and to achieve economic growth. The various skills needed for the industries were identified. In order to meet the requirements of the industries the Government of India decided to utilise the facilities available in the industries for training technicians and thus the Apprenticeship Training was envisaged and the Apprentices Act, 1961 was enacted in the Parliament during December 1961, to provide Practical Training to Pass-outs of Industrial Training Institutes to enhance their technical competency. Central Apprenticeship Council was created to advise the Government to formulate Policies and Procedures

Amendments of Apprentices Act

In order to develop competent supervisors and engineers, the Apprentices Act was amended during the year 1973, accordingly, the Engineering Graduates and Diploma holders in Engineering / Technology were brought under the purview of the scheme and they were called as Graduate and Technician Apprentices. Further, in the year 1986, the Apprentices Act was once again amended to bring Higher Secondary (10+2) Vocational Certificate Holders under the purview of the Scheme. The new category of Apprentices are known as Technician (Vocational) Apprentices.

During 2014, non engineering degree (or) diploma holders are included in Graduate and Technician Apprenticeship Training Scheme.

Implementation of Graduate & Technician Apprenticeship Training Scheme, for engineering students was entrusted to Regional Boards of Apprenticeship / Practical Training under the Ministry of Education, Government of India.

Under Graduate & Technician Apprenticeship Scheme 164 Subject fields / branch of engineering have been notified with apart from Optional Trade.

Cabinet Committee on Economic Affairs (CCEA) in its meeting on 24/11/2021 has approved to include Apprenticeship Training to the students of General Streams such as BA/B.Sc/B.Com/BBA/BCA etc…

BOAT

The National Apprenticeship Training Scheme in India is a one year programme equipping technically qualified youth with practical knowledge and skills required in their field of work. The Apprentices are imparted training by the organizations at their place of work. Trained Managers with well developed training modules ensure that Apprentices learn the job quickly and competently. During the period of apprenticeship, the apprentices are paid a stipend amount, 50% of which is reimbursable to the employer from Government of India. At the end of the training period the apprentices are issued a Certificate of Proficiency by Government of India which can be registered at all employment exchanges across India as valid employment experience. The apprentices are placed for training at Central, State and Private organizations which have excellent training facilities. National Apprenticeship Training Scheme is one of the flagship programmes of Government of India for Skilling Indian Youth.

Board of Apprenticeship Training has initiated a ‘Practical Training Scheme’ to provide training for fresh engineering graduates and diploma holders in engineering under direct administration of ministry of Education.

  • A degree in engineering or technology granted by a statutory university.
  • A degree in engineering or technology granted by an institution empowered to grant such degree by an Act of Parliament.
  • Graduate examination of professional bodies recognized by the Central Government as equivalent to a degree.
  • A sandwich course student who is undergoing training in order that he may hold a degree in engineering or technology as mentioned at (a) and (b) above.
  • Degree programs like General Streams such as B.A/B.Sc/B.Com/BBA/BCA etc…recognized by statutory Bodies
Technician Apprentices
  • A diploma in engineering or technology granted by a State Council or Board of Technical Education established by a State Government
  • A diploma in engineering or technology granted by a University.
  • A diploma in engineering or technology granted by an Institute recognized by the State Government or Central Government as equivalent to (a) and (b) above.
  • A Sandwich Course student who is undergoing training in order that he may hold a diploma mentioned in (a),(b) and (c) above.

Selection of Apprentices

The training slots notified by this board, are required to be filled through any of the following method;

  • Direct Campus Selection from Engineering / Polytechnic Colleges or Colleges offering  B.A/B.Sc/B.Com/BBA/BCA etc….
  • Through own advertisement by the organization
  • Participating Centralized pattern of Selection of Apprentices organized by BOAT (SR).
  • Online fetching data from BOAT’s portal / obtaining panel of candidates from respective state Directorate of Technical or Collegiate Education.

Sandwich Course

Some technical institutions are conducting sandwich courses for degree & diploma engineering students. All establishments are required to recruit Students of these sandwich courses for 2-3 semesters for a total duration of 48 to 52 weeks in 2-3 spells when requested by these institutions or directed by this board. Contracts of these apprentices are also to be submitted to this board for registration as mentioned in para 6(a) above. Before accepting the contract paper from the industries, a College bonafide certificate must be obtained and submitted along with registration card.

Period of Training

The duration of Apprenticeship shall be for a period of minimum 6 months to a maximum of 3 Years depending on the requirement of industry, students and government. However, the reimbursement of Stipend to the Industry shall be restricted to a maximum of 12 months.
