The Board of Apprenticeship Training (NR), Kanpur was established in the year 1970. Since 1973,the Apprenticeship training of Engineering Degree & Diploma holders was brought under the purview of Apprentices Act 1961 by Apprentices (Amendment) Act 1973. Subsequently, in 1986 the Apprenticeship training of 10+2 passed Vocational stream candidates was also brought under the purview of the Act by amendment in Apprentices Act 1961. Since then, the Board continued to deal with Apprenticeship Scheme as per Apprentices Act 1961 with amendments from time to time in the states of Uttar Pradesh, Rajasthan, Haryana, Punjab, J&K, Himanchal Pradesh, Uttrakhand, National Capital Territory of Delhi and Union Territory of Chandigarh and Ladakh.Later the monitoring and implementation of Apprenticeship training regarding Technician (Vocational) Apprentices has been transferred from MHRD to Ministry of Skill Development and Entrepreneurship w.e.f 21st September, 2017.

The Apprentices Act defines "Graduate, Technician (Diploma Holder)" Apprentices as an apprentice who holds or is undergoing training in order that he may hold a Degree or Diploma in Engg. or Technology or Equivalent qualification granted by any institution recognized by the Government/ All India Council for Technical Education and undergoes Apprenticeship Training in any such subject field in Engineering or Technology as may be prescribed.

The Officers of the Board are designated as Apprenticeship Advisers under the Act. The Apprenticeship Advisers notify the number of training places on which Engg. Graduate, Technician (Diploma Holder) apprentices are to be engaged by individual employers under Central Sector i.e. Central Govt. Departments and Central Govt. Undertakings, State Sector i.e. State Govt. Departments and State Govt. Undertakings and Private Sector. Engineering Graduates, Technician (Diploma holders) apprentices are paid stipend at least at the minimum rates prescribed under the Act. 50% of the minimum amount is reimbursed by the Central Govt. through the office of the Board to the employers.

The period of Apprenticeship training under the Act is one year. The results from Technical Institutions are declared some times in June/July every year. Therefore, the employers are required to engage a fresh batch of apprentices immediately after the results are declared. There is no guarantee of the employment after completion of training. The employer and the apprentice enter into a contract of apprenticeship for a period of one year. If the contract is terminated before this period, the party responsible for the same is liable to pay compensation. However, in case the contract is terminated due to the apprentice getting gainful employment or on medical ground, the payment of compensation is waived.

The Objectives Of The Board

In the Memorandum of Association of the Board of Apprenticeship Training (Northern Region) registered as Society under the Societies Registration Act 1860, the following objectives have been laid down.

  1. To establish a permanent liaison between the technical institutions and the industry in the Northern Region, comprising of the states of Uttar Pradesh, Rajasthan, Haryana, Punjab, Jammu & Kashmir, Himachal Pradesh, Uttrakhand, The National Capital Territory of Delhi & U.T. of Chandigarh and Ladakh.
  2. To secure facilities for training in different  establishments, under  Government, Private and Public Sector Organizations for the products of  Technical Institutions.
  3. To guide establishments for selection of Applicants who wish to undergo trainings.
  4. To approve programme of training for trainees in consulting with industry and other agencies concerned.
  5. To supervise the training so arranged with the help of  officers employed by the Board for the purpose.
  6. To provide advisory service in the area of practical training to technical  institutions, the industry and agencies requiring the same.
  7. To undertake documentation of literature of various aspects of practical training.
  8. To arrange for dissemination of information on various aspects of practical training  through lectures, films and other media of communications.
  9. To award certificates as may be appropriate to those who successfully complete  the training course.
  10. To institute and award stipends, scholarships, fellowships, prizes and  medals in accordance with the Rules and Bye-Laws.
  11. To disburse stipend for the trainees and make such other payments as agreed  upon by the Govt. of India from time to time.
  12. To print and publish pamphlets, magazines and periodicals or issue advertisement  that may be desirable for the promotion  of the objectives of the society.
  13. To fix and demand such fees and other charges as may be laid down in the bye-laws made under the rules of  society.
  14. To levy and collect such charges as may be appropriate in respect of technical advice and services rendered to the various agencies by the society under the terms and conditions that may be laid down by the society.
  15. To implement the provisions of Apprentices Act 1961 as amended in 1973 & time to time & so far as they relate to the  training  of  Engg. Graduate, Technician (Diploma Holders) Apprentices in exercise of powers conferred on the Board  under the Act and within the limits specified in it.
  16. To advise Apprenticeship Adviser and Central Apprenticeship Council for  amendment of existing Rules under the Act.
  17. To create Administrative, Technical, Ministerial and other posts to ensure proper and satisfactory performance and to make appointments to the posts in accordance with Staff Service Rules and Recruitment Rules as approved by the Board and the Government Of India.

To do all such other acts, deeds and things as are conducive to the attainment of the above objectives or any of them.

BOAT

The National Apprenticeship Training Scheme in India is a one year programme equipping technically qualified youth with practical knowledge and skills required in their field of work. The Apprentices are imparted training by the organizations at their place of work. Trained Managers with well developed training modules ensure that Apprentices learn the job quickly and competently. During the period of apprenticeship, the apprentices are paid a stipend amount, 50% of which is reimbursable to the employer from Government of India. At the end of the training period the apprentices are issued a Certificate of Proficiency by Government of India which can be registered at all employment exchanges across India as valid employment experience. The apprentices are placed for training at Central, State and Private organizations which have excellent training facilities. National Apprenticeship Training Scheme is one of the flagship programmes of Government of India for Skilling Indian Youth.

Board of Apprenticeship Training has initiated a ‘Practical Training Scheme’ to provide training for fresh engineering graduates and diploma holders in engineering under direct administration of ministry of Education.

Technician Apprentices
  • A diploma in engineering or technology granted by a State Council or Board of Technical Education established by a State Government

  • A diploma in engineering or technology granted by an Institute recognized by the State Government or Central Government as equivalent to (a) and (b) above.
  • A Sandwich Course student who is undergoing training in order that he may hold a diploma mentioned in (a),(b) and (c) above.

Selection of Apprentices

The training slots notified by this board, are required to be filled through any of the following method;

  • Direct Campus Selection from Engineering / Polytechnic Colleges or Colleges offering  B.A/B.Sc/B.Com/BBA/BCA etc….
  • Through own advertisement by the organization
  • Participating Centralized pattern of Selection of Apprentices organized by BOAT (SR).
  • Online fetching data from BOAT’s portal / obtaining panel of candidates from respective state Directorate of Technical or Collegiate Education.

Sandwich Course

Some technical institutions are conducting sandwich courses for degree & diploma engineering students. All establishments are required to recruit Students of these sandwich courses for 2-3 semesters for a total duration of 48 to 52 weeks in 2-3 spells when requested by these institutions or directed by this board. Contracts of these apprentices are also to be submitted to this board for registration as mentioned in para 6(a) above. Before accepting the contract paper from the industries, a College bonafide certificate must be obtained and submitted along with registration card.

Period of Training

The duration of Apprenticeship shall be for a period of minimum 6 months to a maximum of 3 Years depending on the requirement of industry, students and government. However, the reimbursement of Stipend to the Industry shall be restricted to a maximum of 12 months.
